Kyrgyzstan decides to abolish the last colonies-settlements

Decisions have been made to abolish the last six colonies-settlements, a type of correctional facility that has lost its relevance. The initiative is part of a reform aimed at reducing bureaucracy in the public administration system.

The decisions were made in stages. In 2025, amendments were made to the relevant codes and regulatory legal acts, and then the first group of colony settlements was closed.

On 28 January 2026, a decision was made to liquidate the second group of institutions — Nos. 26, 42, 43, 44, 45 and 52.

The legal basis for the reform was laid down by Law No. 181 of 31 July 2025, which excluded colony settlements from the Criminal Executive Code of the Kyrgyz Republic.

The reform is aimed at a more modern and effective approach: without duplication of functions with probation, with more rational use of state funds and with mandatory observance of the rights of employees of the institutions being liquidated.
