Mandatory navigation seals for alcohol and tobacco to be introduced in Kyrgyzstan from 11 February

From 11 February 2026, the use of navigation seals will become mandatory in Kyrgyzstan for the export and import of alcohol and tobacco products.

Previously, a pilot version of the use of navigation seals was launched in road and rail freight transport between the Kyrgyz Republic, the Republic of Kazakhstan and the Russian Federation.

The State Tax Service of the Kyrgyz Republic held a meeting today on the introduction of a transport tracking system using navigation seals. The new requirements will come into force on 11 February 2026 and will affect foreign trade participants working with alcohol and tobacco products.

The State Tax Service announced plans to hold training events for tax officials to ensure a uniform and clear approach to the use of navigation seals.

It should be noted that the introduction of the system is provided for by the EAEU Agreement and the decisions of the Eurasian Economic Commission. From 11 February 2026, all EAEU member states will implement continuous tracking of shipments of alcohol, tobacco and tobacco products by road and rail.
