05/07/2025, 11:02The Cabinet of Ministers proposes to tighten the procedure for issuing certificates on the presence of cattle and small horned cattle. According to the draft decree, citizens without a valid compulsory medical insurance policy (CMI) may be refused a certificate.
The changes concern the Rules of Animal Identification, approved in March 2025. Now, when applying for a certificate, an official of a local government body will be obliged to check whether the applicant has a valid MHI policy through the official portal “Tunduk” or the website of the authorized body. In case of absence of insurance coverage - the document will be refused.

It is noted that the issuance of a certificate on the presence of livestock is necessary, for example, to receive state subsidies, participation in agrarian programs and registration of transactions with animals. Thus, the absence of a policy may hinder access to a number of public services.
The draft decree has already been published for public discussion until May 14.
