    Kyrgyzstan will be able to refuse a document on the presence of livestock in the absence of an CMI policy

    The Cabinet of Ministers proposes to tighten the procedure for issuing certificates on the presence of cattle and small horned cattle. According to the draft decree, citizens without a valid compulsory medical insurance policy (CMI) may be refused a certificate.

    The changes concern the Rules of Animal Identification, approved in March 2025. Now, when applying for a certificate, an official of a local government body will be obliged to check whether the applicant has a valid MHI policy through the official portal “Tunduk” or the website of the authorized body. In case of absence of insurance coverage - the document will be refused.

    Such a measure, according to the developers, is aimed at:

    • increasing the coverage of citizens in the system of compulsory health insurance;
       
    • integration of social responsibility into the processes of obtaining municipal services;
       
    • strengthening control over the implementation of legislation in the field of compulsory health insurance among owners of farm animals.

    It is noted that the issuance of a certificate on the presence of livestock is necessary, for example, to receive state subsidies, participation in agrarian programs and registration of transactions with animals. Thus, the absence of a policy may hinder access to a number of public services.

    The draft decree has already been published for public discussion until May 14.
