10/16/2026, 11:42The Kyrgyz Cabinet of Ministers has amended the licensing rules for certain types of business activity. The amendments provide for adjustments to the list of documents required from entrepreneurs and simplify the process of obtaining licence annexes for various types of insurance.
The changes were introduced by Resolution No. 698 of 15 October 2026 as part of the implementation of the ‘regulatory guillotine’ policy in the area of licensing. This was reported in the newspaper ‘Erkin Too’.
According to the document, to obtain an annex to an existing licence for voluntary life insurance, personal and property insurance, liability insurance, compulsory insurance and reinsurance, applicants must submit an application and the relevant insurance terms and conditions (rules).
In addition, the requirements for documents relating to the state registration of legal entities and sole traders, as well as for the business licence for individuals, have been clarified. A separate exemption is provided for certain passenger transport services via transport booking information systems.
The amendments also affect the regulations on the licensing of gambling activities: certain paragraphs of the requirements set out in clause 13 of the document have been repealed.
The resolution will come into force 10 days after its official publication.
