Kyrgyzstan has introduced compensation payments for healthcare workers and scholarships for junior doctors

Kyrgyzstan has set out the terms for compensation payments for certain categories of healthcare workers and scholarships for clinical residents and medical interns. The relevant Decree No. 616 was signed by the Prime Minister, Adylbek Kasymaliev, on 15 September 2026.

From 1 January 2026, clinical residents and intern doctors undertaking postgraduate training in healthcare organisations outside Bishkek and Osh will be eligible for a scholarship of 20,000 KGS. Payment is made under a contract with the authorised healthcare body, subject to the condition that they continue to work in the regions.

For doctors in high demand — paediatricians, neonatologists, general surgeons and anaesthetists-resuscitators — compensation of 22,222.5 KGS is provided. This is paid at their main place of work in healthcare organisations outside Bishkek and Osh and may not exceed the amount of a single salary rate.

A separate allowance of 22,222.50 KGS is provided for emergency medical service doctors in Bishkek and Osh to compensate for particularly difficult working conditions. This payment is also capped at one basic salary. The decree extends these payments to the period from 1 July 2024 and, from 2026, amends the conditions for their provision.

The measures will be implemented within the limits of the Ministry of Health’s approved staffing levels and the funds allocated in the budget. The decree also provides for the relevant expenditure to be taken into account when preparing the draft national budget for 2027 and the planning period 2028–2029.
