05/26/2026, 12:56A new form of state support for families with children is to be introduced in Kyrgyzstan. The President has signed a law amending the Act “On State Benefits in the Kyrgyz Republic”, which introduces the monthly “Bala Yrysy” benefit.
The document was adopted by the Jogorku Kenesh on 29 April 2026 and signed by the President on 21 May 2026. It will come into force on 1 July 2026.
The new law introduces the monthly ‘Bala Yrysy’ allowance, which will be paid to children from birth until they reach the age of 3. The allowance is granted provided that the child lives with the recipient.
If two or more children are born to a family at the same time, the allowance is granted for each child separately.
Citizens will be able to receive the “Bala Yrysy” even if they are already receiving other state benefits, with the exception of payments for residents of high-altitude regions.
The amount of the benefit and the procedure for granting it will be determined by the Cabinet of Ministers; it was previously stated that the payment would amount to 1,200 KGS per month.
It is also specified that an application for the benefit may be submitted before the child reaches the age of 3.
The law brings the rules for receiving other social benefits into line, including:
If the allowance funds are not claimed within the specified period, the right to receive them may be forfeited.
The law comes into force on 1 July 2026, although the ‘Bala Yrysy’ allowance will apply to children born on or after 1 August 2023.
The government has been instructed to bring all subordinate legislation into line with the new law within one month.
