Kyrgyzstan to introduce accreditation for agencies recruiting international students

From 1 January 2027, the admission of international students to vocational secondary education institutions in Kyrgyzstan will be managed via the automated information system of the Ministry of Science, Higher Education and Innovation.

The Cabinet of Ministers has also granted the Centre for the Admission of International Students the authority to accredit recruitment agencies and maintain a register of them. Such partners will be able to recruit international applicants, support them during the admissions process and assist with the preparation of documents.

The Centre will also be able to issue an invitation to a foreign applicant after verifying the documents submitted. This document will be used as a supplementary document when applying for an ‘S’ type student visa.

Government bodies must exchange information with the Centre on matters relating to the recruitment, admission, residence, medical care and support of international students. In particular, the Ministry of Foreign Affairs will process visa applications, the Ministry of Health will organise medical examinations, and the Compulsory Health Insurance Fund will issue insurance policies.

Cabinet of Ministers Resolution No. 663 was adopted on 5 October 2026. It will come into force 10 days after its official publication.
