06/18/2025, 12:51During the meeting of the Jogorku Kenesh it became known that Kyrgyzstan plans to introduce a ban on the transfer or sale of their bank cards, accounts, electronic wallets, mobile banking, SIM cards and other financial details to third parties.
This law is aimed at ensuring banking and electronic financial security of citizens and legal entities, reducing fraud in digital finance, as well as creating a legal framework to strengthen the fight against new types of crimes.
In particular, it is proposed to prohibit the transfer or sale of a person's bank card, account, electronic wallet, mobile banking, SIM card or other financial details to third parties. According to the authors, this will significantly reduce the level of crimes committed through IT-technologies and digital services.
In addition, the bill provides for stricter liability for the use of other people's financial details, which will strengthen control and protection of the rights of citizens and companies in the growing digitalization of the economy.
At the meeting of the Jogorku Kenesh deputies adopted the bill “On Amendments to the Criminal Code of the Kyrgyz Republic” in the second reading.
