Kyrgyzstan introduces mortgages without down payment

Since 16 February 2025, a law has come into force in Kyrgyzstan allowing to take out a mortgage and purchase domestic industrial products without a down payment. The relevant amendments were made to the Law ‘On Guarantee Funds in the Kyrgyz Republic’.

The document was adopted by the Jogorku Kenesh on 26 December 2024 and signed by President Sadyr Zhaparov on 27 January 2025. Now citizens will be able to take advantage of guarantee support when buying housing on credit in all banks cooperating with the JSC ‘Guarantee Fund’.

In addition, the guarantees will apply to loans under government programmes, budget lending, as well as for citizens engaged in self-employment. This measure is designed to facilitate the population's access to housing finance and business development.
