Kyrgyzstan introduces digital auditing: the Court of Auditors expands its powers

President Sadyr Zhaparov has signed the Constitutional Law ‘On Amendments to the Constitutional Law “On the Court of Auditors of the Kyrgyz Republic”.

The document was adopted by the Jogorku Kenesh on 24 June 2026. The main aim of the amendments is to improve the work of the Court of Auditors and to introduce digital technologies into the state audit process.

Under the new provisions, the Audit Chamber is granted access to state digital systems for the purpose of conducting external public audits.

In addition, new forms of audit activity are established:

  • digital (online) audits;
  • on-site audits.

The law also stipulates that the Audit Chamber shall highlight contentious issues in its audit reports.

When considering objections raised by audited entities, meetings of the Chamber of Accounts’ Council will be attended by representatives of the Presidential Administration and members of the relevant committee of the Jogorku Kenesh.

The amendments are aimed at improving the effectiveness of oversight over the use of public funds and developing modern mechanisms for public financial control.
