09/11/2025, 14:04The Ministry of Economy and Commerce of the Kyrgyz Republic has announced that information circulating on social media about the possibility of re-registering legalised vehicles with ‘10’ number plates by power of attorney is not true.
The ministry reminded that, in accordance with the Cabinet of Ministers' resolution of 21 July this year, restrictions apply to vehicles legalised under a temporary procedure. Such cars cannot be sold, gifted, inherited, taken abroad or transferred to another person for driving. These prohibitions are entered into the database and are checked during any registration actions.
However, there is a legal conflict in the law. Currently, the ban on the sale, export and transfer of legalised vehicles is ‘linked’ to the Temporary Legalisation Procedure. This document has an expiry date of 1 October 2025. According to the law, when a regulatory act expires, all prohibitions that refer to it also cease to be valid. This means that, formally, after 1 October, the restrictions on such vehicles will no longer apply. To prevent this from happening, the Ministry of Justice has proposed rewriting the norm so that the ban is valid indefinitely — on its own, without reference to the validity period of the Temporary Procedure.
This document is currently under discussion, and there is still time for it to be adopted before 1 October. So owners of ‘tens’ will have to accept that the car will remain their property.
