Kyrgyzstan will simplify the issuance of construction permits

Chairman of the Cabinet of Ministers of the Kyrgyz Republic Adylbek Kasymaliev announced the start of 100-day reforms aimed at de-bureaucratising the processes of obtaining construction permits and medical and social expertise for persons with disabilities.

Kasymaliyev noted that construction is a key sector of the economy, but lengthy administrative procedures hamper its development. As a result, measures have been proposed to reduce the time it takes to obtain permits: from 180 to 50 working days for large projects, 30 days for medium-sized projects, and 15 days for small buildings. In addition, the reforms include the creation of a unified database of regulations for all state bodies, which will simplify the process of issuing permits and connecting to engineering networks.

In the field of medical and social expertise, Filat stressed the importance of optimising the processes for the disabled. Within the framework of the reforms, it is planned to automate the exchange of data between agencies, to create an electronic register of the disability status and to reduce the document flow, which will reduce the time of receiving services to 5 days.

All changes are to be implemented within 100 days, with the Ministry of Construction and Architecture responsible for implementing reforms in the construction sector and the Ministry of Labour, Social Security and Migration responsible for reforms in the field of medical and social expertise.
