02/11/2026, 10:27Health Minister Kanybek Dosmambetov held a bilateral meeting with Russian Health Minister Mikhail Murashko. The parties discussed issues that directly affect the interests of citizens of both countries.
They discussed in detail the possibility of continuing the practice of allocating quotas for the treatment of Kyrgyz citizens in medical institutions in the Russian Federation, including high-tech medical care.
A separate block of negotiations was devoted to personnel development and strengthening professional ties. The parties discussed the prospects for expanding educational opportunities for young medical specialists in Kyrgyzstan—graduates of higher medical educational institutions, including training in residency programs at educational and clinical organizations in Russia in areas of high demand.
Continuing the personnel theme, the organization of internships and advanced training programs for Kyrgyz doctors at leading Russian medical and scientific centers was discussed; the Kyrgyz side noted that the relevant departments of the ministry are formulating proposals for internship areas within the framework of the relevant instructions.
In the field of high-tech medicine, the Kyrgyz side expressed interest in developing joint projects, including the creation of a nuclear medicine center in Kyrgyzstan with its own cyclotron and radiopharmaceutical production facilities. During the exchange of views, it was noted that certain components of the project are already being implemented in Kyrgyzstan through the National Center for Oncology and Hematology with the participation of Rosatom OJSC, and that initiatives to establish the center are included in the country's state development plans, which provide for the phased preparation of the regulatory framework, the conclusion of agreements, and the start of design work in 2026, with a target completion date of 2030.
The parties also discussed the exchange of professional experience between medical specialists of the two countries, including joint surgical and other high-tech interventions, as well as the expansion of formats for scientific and expert cooperation.
