11/06/2026, 11:51The Cabinet of Ministers has excluded lending from the operational mechanisms of the “Tenir-Too” Development Fund and the development funds of the districts in the Naryn Region. Their resources will now be directed toward social and infrastructure projects, support for local initiatives, and addressing other regional priorities.
The relevant changes were introduced by Resolution No. 738 of November 4, 2026, signed by Cabinet Chairman Adylbek Kasymaliev. This was reported in the newspaper “Erkin Too.”
According to the document, the funds will operate without forming a legal entity, and their resources will be accumulated in budgetary and special accounts within the Ministry of Finance’s treasury system.
Budget allocation will also change. Specifically, between 3% and 8% of the funds are earmarked for the prevention and response to emergencies, and up to 10% for addressing socioeconomic and other issues as determined by the President’s authorized representative in the Naryn Region.
In addition, funds may be allocated to social and infrastructure projects, support for local community initiatives, and the provision of housing to citizens through OJSC “State Mortgage Company.”
The deadline for submitting applications for project funding for the following year has been set no later than November 15 of the current year. The changes will take effect 10 days after the official publication of the resolution.
