Last year, the Ministry of Finance allocated 984.2 million KGS for stimulus grants

To improve infrastructure facilities - schools, kindergartens, medical centres - KGS 1.5 billion was allocated in the national budget under the article «stimulus grants» for 2024. 

According to the minutes of the meeting of the commission on approval of projects at the expense of incentive (share) grants, 439 projects were approved for implementation in 2024.
Funding of the projects depends on the reports submitted by the executive bodies of local self-government (in accordance with the requested amount and the required volume, the incentive (share) grant is provided in tranches, taking into account the utilisation of funds (own, attracted, republican budget) depending on the type of project, after submission of the report).

According to the conducted competitions (tenders), out of 439 projects, 10 projects refused to receive incentive (equity) grants based on the results of the tender and gave written notification on completion at their own expense or other sources.

According to the submitted applications for financing of local governments, for 2024, 429 projects worth 984.2 million KGS were financed from the republican budget under the item ‘incentive grants’, which is 98.4% of the revised plan, of which 422 projects were completed, 7 projects were not completed on time due to untimely performance of works by the contracting organisation.

Stimulus (share) grants are monetary funds provided from the republican budget to executive bodies of local self-government on a project-competitive basis with shared participation of local budgets and other attracted funds for implementation of programmes of socio-economic development of territories.
