02/09/2026, 15:45In Bishkek, following a meeting, the State Agency ‘Kyzmat’ announced a tough course on discipline and strengthening anti-corruption measures. The decisions were made based on the results of inspections of territorial divisions for 2025.
The State Agency ‘Kyzmat’ under the Administration of the President of the Kyrgyz Republic summarised the results of its work for 2025, focusing on issues of official discipline and internal control in the system of Public Service Centres.
Following the inspections, organisational shortcomings and insufficient management control were identified in a number of territorial divisions. In this regard, disciplinary measures were applied to individual heads of Public Service Centres in the Osh, Chui and Issyk-Kul regions, as well as in the city of Bishkek, ranging from reprimands and warnings to strict warnings about personal responsibility.
The management of the institution emphasised its principled position of zero tolerance for corruption. Strict measures will be applied within the framework of current legislation to employees who have committed violations of official discipline and corruption, up to and including dismissal and referral of materials to law enforcement agencies.
To reduce corruption risks, the department overseeing the work of the PSCs has been instructed to strengthen its control function. The key tools identified include the digitisation of services, increased transparency of processes and minimisation of the human factor.
At the same time, the work of the Public Service Centres in the Keminsky District, Cholpon-Ata and the Alamudun District was positively noted, as they ensured stable performance even in the context of the redistribution of human resources.
