The authorities have abandoned the phased replenishment of the Stabilization Fund and will immediately allocate 89.1 billion KGS to it

The authorities have proposed a radically different approach to the formation of the Stabilization Fund. This follows from the draft amendments to the law on the republican budget.

Previously, it was planned to replenish the fund in stages using part of the budget revenue — 10 billion KGS annually in 2025–2027 — but in the new version, the authorities propose to abandon this scheme.

According to the proposed changes, in 2025, 89.1 billion KGS will be allocated to the Stabilization Fund at once through the expenditure part of the republican budget. Thus, instead of a gradual accumulation of funds, the fund will receive a large one-time amount of financing.

For 2026–2027, it is proposed that the specific sources and parameters for the formation of the Stabilization Fund be determined separately when approving the budget for each year, without pre-fixed amounts.

At the same time, the procedure for using the fund's resources remains unchanged: expenditures are only possible for the purposes provided for by budget legislation.

In fact, this is a transition from a long-term accumulation mechanism to the accelerated formation of the Stabilization Fund as early as 2025.
