02/24/2026, 12:12The Cabinet of Ministers of the Kyrgyz Republic has banned the construction of buildings taller than 20 metres within a 500-metre radius of the football stadium in the Leninsky District of Bishkek (the territory of the former village of Orok). Decree No. 120 was signed on 19 February 2026.
The restriction applies to the construction, reconstruction and any other high-rise structures, with the exception of those specified in the appendix to the decree. The restrictions have been introduced to ensure the security of the strategic facility and to establish a regime for the use of the territory.
Control over the implementation of the decree is entrusted to the Presidential Administration and the Cabinet of Ministers through the Office for Control over the Decisions of the Cabinet of Ministers. The Ministry of Construction, Architecture and Housing and Communal Services and the Bishkek City Hall must take all necessary measures to comply with the new requirements.
The decree comes into force upon official publication, and the authorities are required to act within seven days.
