02/09/2026, 16:02As part of its work to identify, prevent, and suppress corruption in the field of urban development in the Osh region, the State Committee for National Security of the Kyrgyz Republic (SCNS) identified a number of construction projects that were built in gross violation of Kyrgyz construction standards.
It was established that, when preparing design and estimate documentation, the design organization and construction companies used schemes to enter knowingly false data about the planned facilities in terms of providing residents with parking spaces, on the basis of which the construction projects for residential complexes were agreed with Osh architecture officials.
In particular, with the aim of obtaining material benefits, construction companies built commercial facilities, while they were obliged to provide residents with appropriate parking spaces.
In turn, Osh architecture officials, who were supposed to ensure the positive development of urban infrastructure and comfortable living conditions for city residents as part of their functional duties, in practice entered into prior collusion with representatives of construction companies.
As a result, there has been a systematic violation of Kyrgyz legislation in the field of urban development in Osh, which has led to delays in the construction of facilities, dissatisfaction among shareholders, a significant deterioration in the transport situation, traffic jams in the street and road network, and an additional burden on the city's infrastructure.
Based on the materials collected, the State Committee for National Security of the Kyrgyz Republic initiated a criminal case, in which the first deputy chief architect of Osh, T.Y.K., and architecture specialist T.Z.M. were detained and placed in the State Committee for National Security of the Kyrgyz Republic's temporary detention facility.
Currently, as part of the criminal investigation, measures are continuing to identify corruption-related official crimes in the field of urban development in the Osh region.
