07/29/2025, 16:26The former head of the Capital Construction Department for the Issyk-Kul region and the head of a construction company have been detained. This was reported by the State Committee for National Security of the Kyrgyz Republic.
During ongoing systematic work to combat corruption, as part of a criminal case initiated into the embezzlement and misappropriation of budget funds during the implementation of the project ‘Construction of a water supply system in the village of Korumdu, Taldy-Suu rural administration, Tyup district, Issyk-Kul region,’ the former head of the Capital Construction Department for the Issyk-Kul Region, S.A.E., and the director of the limited liability company Issyk-Kul Kurulush Service, J.J.A., were detained.
Thus, on 29 August 2018, between the Capital Construction Department of the Issyk-Kul Region and the limited liability company Ysyk-Kul Kurulus Service was concluded for the construction of a water supply system in the village of Korumdu, Taldy-Suu rural administration, Tyup district, Issyk-Kul region, for the amount of 59 million 584 thousand 933 soms. Subsequently, the total amount of the contract, taking into account additional agreements, amounted to 83 million 711 thousand 287 soms. At the same time, the overstatement in the acts of work performed amounted to 6 million 433 thousand 328 soms. In addition, the Issyk-Kul Region Construction Supervision Committee transferred 7,801,950 soms to the account of YSyk-Kul Kurulus-Service LLC without supporting documents.
In addition, the construction work was performed poorly, as a result of which the project has not been completed and commissioned to date.
Thus, the state has suffered particularly large losses.
As a result of the investigation, S.A.E. and J.J.A. were detained and placed in the Karakol City Department of Internal Affairs. Currently, as part of the criminal case, relevant investigative and operational measures are being carried out to identify all persons involved and recover the damage caused.
