Land under hospitals and government buildings in Bishkek may be transferred to investors

Sadyr Zhaparov signed a decree that paves the way for transferring not only government buildings but also the land plots on which they stand to investors. The changes have been incorporated into the documents governing the construction of a new administrative complex and a medical campus in Bishkek.

In effect, the state is creating a legal framework for implementing large-scale projects using the capital’s most valuable assets—land under existing hospitals and administrative buildings.

According to the decree, the construction of the medical complex may be financed through the transfer of property complexes belonging to state healthcare organizations, along with the land plots attached to them. This refers to facilities located in Bishkek that may be transferred to investors under investment agreements concluded through direct negotiations with the Cabinet of Ministers.

Moreover, the terms of such agreements may provide not only for the transfer of land plots to investors but also for the demolition of existing facilities.

At the same time, state hospitals and medical institutions will have to move to the new medical campus in stages—as its facilities are commissioned. However, the decree also sets a deadline: the relocation must be completed no later than two years after the transfer of the relevant property complex and land plot to the investor.

The changes also affect the project to build a new administrative complex. The government has now been tasked with preparing proposals for the alienation of administrative buildings, structures, and the land plots attached to them, ensuring their independent market valuation, and developing a regulatory framework for the implementation of such transactions.

A separate account will be opened in the treasury system to account for all proceeds from investment agreements.
