12/24/2025, 14:04At a meeting of the Jogorku Kenesh on 24 December, deputies discussed in the first reading draft laws on amendments to the republican budget for 2025 and the planning period 2026–2027, as well as the draft republican budget for 2026 and the planning period 2027–2028. In addition, a report on the implementation of the republican budget for 2024 was considered.
The discussion was attended by the heads of relevant ministries, led by the Chairman of the Cabinet of Ministers, Adylbek Kasymaliyev, who answered questions from deputies.
Parliamentarians touched on a wide range of topics, including socio-economic development, financing of the social sphere, implementation of state programmes, investment projects and the effective use of budget funds.
In particular, MP Yrysbek Atazhanov raised the issues of gasification of villages in the Kadamzhai district of the Batken region and the acceleration of the construction of the Ak-Suu ten-day regulation reservoir, which is important for the region's water supply. Deputy Seidbek Atambayev drew attention to the state of the road and transport infrastructure in the Kumtu aiyl okmotu of the Chui region.
Deputy Bekmurza Ergeshov inquired about the expected additional budget revenues from the reduction of the shadow economy and raised the issue of the effectiveness of poverty reduction programmes. Deputy Sovetbek uulu Rustambek touched upon the problem of land shortages in the Nookat district of the Osh region and the need to increase the accessibility of the state mortgage programme GIK.
A number of deputies raised issues related to social infrastructure. Elvira Surabaldieva proposed considering the possibility of building a new hospital on the site of the former drug treatment clinic in the Pervomaisky district of Bishkek. Gulya Kozhokulova raised the issue of developing a master plan for the capital and developing mortgage lending in the regions. Zhanarbek Akayev proposed allocating funds in the budget for the reconstruction of the Sary-Tash-Irkeshtam motorway, as well as reviewing the mechanism for indexing social benefits to take inflation into account.
Deputies Baktyar Kalpaev and Makhabat Mavlyanova drew attention to the socio-economic development of the Batken and Osh regions, including the construction of housing, schools and kindergartens. Altynbek Kychbaev proposed developing a mechanism for preferential mortgages for teachers and medical workers. Azamat Isirailov proposed including the construction of new educational and medical facilities, as well as the development of irrigation networks, in the list of capital investments.
Nilufar Alimzhanova inquired about plans to build rehabilitation centres. Adylbek Kasymaliyev reported that such facilities are planned to be built in the cities of Osh and Karakol next year. Ilimbek Kubanychbekov asked about the introduction of a voucher mechanism for financing educational services.
Following the discussion, the Jogorku Kenesh adopted bills amending the budget for 2025 and the budget for 2026-2028 in three readings. The parliament also approved the report on the execution of the republican budget for 2024.
