03/13/2026, 10:38World Bank Country Manager Hugh Riddell and Minister of Energy Taalaibek Ibraev discussed the implementation of the Kambar-Ata HPP-1 project and the development of Kyrgyzstan's energy sector.
The Kambar-Ata HPP-1 construction project is of great importance for Kyrgyzstan's energy sector and strengthens confidence in the region's energy future and food security. This was stated by Hugh Riddell, head of the World Bank's office in Kyrgyzstan, at a meeting with Energy Minister Taalaibek Ibraev.
During the meeting, the minister noted that there were no major power outages in the country's energy system last winter. According to him, this was achieved thanks to the annual renewal of equipment, reconstruction of power lines and infrastructure facilities, as well as the current tariff policy.
Hugh Riddell recalled that the World Bank has been working closely with the energy sector of Kyrgyzstan since 2018. He highly appreciated the work of the ministry in recent years and said that an intergovernmental agreement on the implementation of the Kambar-Ata HPP-1 project is currently being actively prepared.
According to him, the project is an important stimulus for the development of the country's energy sector. “The Kambar-Ata HPP-1 project is a source of inspiration and motivation for us. It strengthens confidence in the energy future of Kyrgyzstan,” he said.
The parties also discussed further promotion of the project at the upcoming spring meeting of the World Bank in Washington. During the discussion, it is planned to consider issues related to strengthening the technical, economic, and environmental aspects of the project and ensuring its successful implementation with the support of the bank.
In turn, the minister emphasized the strategic importance of the energy sector for the country's development. He noted the need for enhanced training and retraining of personnel in connection with the growing demand for specialists in the implementation of large hydropower projects and the reconstruction of existing facilities.
In addition, the development of green energy and the creation of appropriate generating equipment were discussed. The parties also reviewed the timing and stages of implementation of joint initiatives, including renewable energy development projects, the Innovative Financing for Sustainable Energy Transition (iFIRST) program, as well as technical support and financing for the Kambar-Ata HPP-1 project and the modernization of energy infrastructure.
