07/21/2026, 12:16Kyrgyzstan intends to review the terms of use for plots of land that were previously allocated for investment projects but have never been developed. The country’s president made this statement whilst commenting on the public debate surrounding the land issue.
According to him, the land allocated to investors under legislation in force since 1992 accounts for less than 0.1 per cent of Kyrgyzstan’s territory.
“Not even one per cent, but less than one-tenth of a per cent of the country’s total area”, — noted the head of state.
These are plots that were allocated for the construction of plants, factories, logistics centres, energy facilities, tourist complexes and other industrial enterprises.
However, as the President stated, over the past five years, cases have come to light where tenants who had been granted long-term leases failed to fulfil their stated obligations.
According to him, some plots leased for 49 years have remained undeveloped for decades, whilst certain land-use rights have been transferred to other parties or their designated purpose has been changed.
In light of this, the authorities are proposing to tighten controls over such sites. Investors will be required to use the land strictly for its intended purpose, implement projects within the stipulated timeframes, make the declared investments and create jobs.
In the event of a failure to fulfil these obligations, the lease agreement may be terminated and the plot returned to the state for transfer to another investor.
“It is unacceptable for a plot leased for 49 years to remain undeveloped for 36 years or more”, — the President stated.
He emphasised that this does not involve the sale of Kyrgyzstan’s land.
“We are not selling our land. But without attracting investment, it is impossible to ensure the country’s development”, — noted the head of state.
According to him, the authorities’ task is to ensure that every plot of land brings economic benefit to the country.
In the case of the construction of enterprises, as the President noted, this means the creation of jobs, the development of exports, regional growth and an increase in tax revenue.
The authorities also stated that they have no intention of allowing any part of Kyrgyzstan’s territory to be transferred to other states.
“Not a single centimetre of Kyrgyzstan’s territory will be transferred to another state. But every metre of our land must work for the benefit of the people and the country’s development”, — the president emphasised.
