Akylbek Zhaparov Proposed Introducing Artificial Intelligence into Public Administration

In Kyrgyzstan, a proposal was made to gradually introduce secure artificial intelligence systems into public administration. Former Prime Minister Akylbek Zhaparov made this announcement on November 6 at the FinConference 2026 in Bishkek.

According to him, artificial intelligence can be used to analyze legislation, prepare documents, verify economic calculations, and identify discrepancies in financial reports.

Zaparov noted that the implementation of new technologies should begin with processes where costs and results can be accurately assessed.

He suggested paying particular attention to the security of the energy sector, communications, government information systems, and national payment systems.

According to him, artificial intelligence can help identify threats and assess risks in these areas. At the same time, decisions affecting the operation of critical infrastructure must remain in human hands.

In addition, Zaparov emphasized the need to develop domestic technologies. He believes that banks can make greater use of innovations from local companies in the fields of information security and artificial intelligence.

To this end, he believes it is necessary to establish cooperation between banks, the High-Tech Park, universities, and private companies. This will enable Kyrgyz specialists to develop and implement new technologies domestically.
