09/21/2026, 13:01Ayaz Baetov, Kyrgyzstan’s Permanent Representative to the UN in New York, has been appointed Special Representative of the President for Special Assignments. He will carry out his new duties on a voluntary basis.
President Sadyr Zhaparov signed the relevant decree.
In this role, Baetov has succeeded Bakyt Torobaev, who was appointed Special Representative of the President on 18 March 2026. Following his appointment, Torobaev stated that, in his new capacity, he was responsible for the development of the real sector of the economy and for attracting international investment.
In June, the powers of the President’s Special Representative were expanded. His responsibilities now include overseeing the implementation of decrees, orders and specific instructions from the Head of State, as well as the implementation of major sectoral and strategic projects. The Special Representative has also been granted the authority, within the scope of his powers, to issue instructions to ministries and other state bodies.
Prior to taking up this post, Torobaev served as Deputy Chairman of the Cabinet of Ministers – Minister of Water Resources, Agriculture and the Processing Industry.
The duties of the Special Representative are now being taken over by Ayaz Baetov, who will continue to serve as Kyrgyzstan’s Permanent Representative to the UN in New York. The specific scope of his special responsibilities is not specified in the published statement.
