Unless they pay their fines, Kyrgyz citizens will not be able to obtain a driving licence or re-register their vehicle

Kyrgyz citizens with unpaid traffic fines may face restrictions when applying for driving licences and registering vehicles.

These provisions are set out in a new law on road safety, signed by President Sadyr Japarov.

According to the document, outstanding fines for traffic offences will constitute grounds for refusing to issue a driving licence. The restriction will remain in place until the debt is fully settled.

A similar rule is being introduced for vehicle registration procedures. Car owners will not be able to register or re-register a vehicle if the state information system contains records of their outstanding fines.

The new measure also applies to fines recorded by automatic photo and video enforcement systems.
