New Regulations Introduced to Regulate Electric Scooter Operations in Bishkek

The Bishkek City Council is introducing new rules for the electric scooter market: all devices must have built-in speed limiters of up to 25 kilometres per hour. The innovation promises to improve safety on the streets.

As part of the implementation of the Kyrgyz Republic's Road Traffic Law, the Bishkek City Council has prepared a draft resolution on the regulation of legal entities and individuals involved in the operation of personal mobility devices. One of the key requirements is the mandatory installation of built-in speed limiters that restrict the speed of scooters to 25 km/h.

In addition, scooters will be confiscated after three hours outside specially designated rental areas. Municipal land plots for rental points will be provided on a paid basis, which will create additional costs for operators.

According to the authorities, the innovations will help make city traffic safer and regulate the placement of scooters, and operators are already taking measures to prevent equipment from being left on the roadway and in pedestrian areas. At the same time, businesses will have to take into account new equipment requirements and fees for renting municipal land, which may affect the market's profitability.
