07/03/2026, 09:13In Kyrgyzstan, the rules for registering declarations of conformity of products with the requirements of the Eurasian Economic Union (EAEU) are changing. This is expected to speed up the processing of documents for businesses and reduce the risk that declarations issued in the country will not be recognized abroad.
The main change is that declarations will be able to be issued not only by government agencies but also by accredited certification bodies listed in the unified EAEU registry. This applies to products subject to the union’s technical regulations: food, furniture, clothing, cosmetics, fuel, packaging, tobacco products, drinking water, dairy and meat products, fish, and other goods.
Such organizations must have specialized experts and obtain national accreditation by September 1, 2027. If they fail to do so, their right to register declarations will be revoked.
At the same time, the government is strengthening oversight of the new system. Accredited bodies are required to submit monthly reports to the Ministry of Economy and Commerce containing information on all registered declarations and to report any violations of safety requirements.
The Department of Disease Prevention and State Sanitary and Epidemiological Surveillance of the Ministry of Health, as well as the Environmental and Technical Supervision Service, will verify the correctness of the documentation. If violations of the requirements of the EAEU technical regulations or conformity assessment procedures are identified, those responsible will be held accountable in accordance with the Code of Administrative Offenses.
In addition, the Cabinet of Ministers repealed a separate 2025 resolution that regulated the procedure for granting accredited organizations the right to register declarations. Now, all these provisions are consolidated into a single document.
The new rules will take effect on November 1, 2026.
