07/03/2026, 10:40On May 20, the Talas City Hall announced a tender for the major renovation of the facade and landscaping of the Kerben Palace Hotel, which had been returned to municipal ownership. The budget allocated 5 million KGS for the work.
According to the tender documentation, the contractor must carry out a major renovation of the building’s exterior facade, improve the surrounding area, and install emergency staircases within 50 calendar days.
The project includes a wide range of work. Specifically, the plan is to dismantle part of the old structures, install two new emergency staircases, replace select windows and doors, plaster and paint the facade, clad part of the building with ceramic tiles, install gutter systems, and carry out landscaping work and the construction of new walkways.
Five construction companies submitted bids for the tender, two of which were rejected. Specifically, Ariko Construction Company LLC was disqualified because the cost estimate lacked the signature of the cost engineer and the engineer’s certificate was not provided. In addition to similar violations, “Zhannat Group” LLC failed to submit references for previously completed contracts and did not disclose information about a legal proceeding in which, according to the Talas City Court and the Talas Region Internal Affairs Directorate, the company’s founder and director was involved in 2025.
After reviewing the qualification documents, three bidders were admitted to the next stage: KABa Stroy Service LLC, MRAMOR Construction Company LLC, and BMM Service LLC. The tender documents do not disclose which of these companies ultimately was awarded the contract.
The Kerben Palace Hotel became state-owned in June 2025. At that time, the State Committee for National Security reported that an audit had revealed violations in the transfer of the land plot on which the property stands to private ownership. By a ruling of the Talas Regional Administrative Court, the relevant decision by the city administration was declared invalid.
