09/24/2026, 13:16The September salaries of more than 46,000 public sector employees in Kyrgyzstan will be calculated based on the pay increase that took effect on September 1. On average across the civil service, salaries will rise from 35,400 KGS to 51,000 KGS. This was reported by the Ministry of Finance.
To launch the new pay system, the ministry has prepared 17 regulatory legal acts, which have already been approved and adopted.
The pay increase applies to state and municipal employees, workers in government agencies who do not have civil servant status, technical and junior support staff, as well as civilian contract employees of law enforcement agencies.
The size of the increase will vary depending on the category. On average, salaries for civil servants will increase by 41%, for municipal employees by 47%, for employees who are not civil servants by 45%, and for contract workers by 21%.
The most significant increase is intended for employees with relatively low salaries. Technical staff will receive an average of 58% more, while junior support staff will receive 75% more.
At the same time, the structure of compensation itself is changing. For employees of subordinate and regional divisions of government agencies, the allowance for the complexity and quality of work, professional initiative, and irregular working hours has been increased to 50% of the base salary. Previously, these allowances amounted to up to 25% and 10%.
A presidential compensation payment of 15,000 KGS is being introduced for core staff of territorial and subordinate units, the offices of the President’s plenipotentiaries, local state administrations, and local self-government bodies.
Junior support staff will receive a compensation payment of 5,000 KGS and an increase in their base salary of up to 50%. For certain categories of technical staff, the estimated average monthly salary after the adjustment may rise from approximately 29,000 to 57,000 KGS—depending on the position and place of work.
To fund these salary increases for the remaining months of 2026, an additional 3.6 billion KGS will be required from the national budget. Going forward, the Ministry of Finance estimates the annual requirement at 10 billion KGS.
At the same time, each employee’s actual salary will depend on their position, length of service, allowances for working in high-altitude and remote areas, academic degrees, handling classified information, and other applicable payments.
