    MP proposes to stimulate voter turnout through lotteries and privileges

    Jogorku Kenesh deputy Marlen Mamataliev has proposed a draft law that aims to increase voter turnout at elections. The bill proposes to hold lotteries among those who vote and to introduce privileges for those who will participate in voting.

    Declining turnout is one of the main problems of Kyrgyzstan's electoral system, as the statistics of the last elections showed: in the 2021 parliamentary elections the turnout was 34.61% and in the November 2024 local elections it was 28.68%.

    The draft law envisages two key mechanisms to incentivise participation: lotteries for those who vote and revocation of privileges for those who do not vote. This is expected to increase citizens' confidence in the electoral process and improve gender representation in the city councils.

    The project has already been posted for public discussion and, as Marlen Mamataliwe states, will not require additional funding from the budget.
