    A member of parliament has proposed introducing a new category of driving licence, ‘AM’, for scooters and mopeds

    Deputy Dastan Bekeshev announced that he has drafted a bill that could bring order to the use of electric scooters, mopeds and other personal mobility devices. The proposed changes will affect several key aspects.

    One of the main innovations is mandatory registration for all scooters and SIMs with a speed exceeding 50 km/h, an engine capacity of more than 50 cubic centimetres, or a power output of more than 4 kW. This will improve safety and control over the movement of such vehicles.
    In addition, the bill introduces a new category of driving licence, ‘AM’, which will be required to drive mopeds, scooters and light electric scooters with an engine capacity of up to 50 cc or a power output of up to 4 kW. These licences will be available from the age of 14.

    For driving light motorcycles (up to 125 cc or up to 11 kW), a new licence category, ‘A1’, will be introduced, which will be available from the age of 16, while for full motorcycles, a category ‘A’ will be required, which can be obtained from the age of 18.
    It should be noted that there have been an increasing number of accidents involving electric scooters and mopeds on the streets of Bishkek.
