Degrees in Kyrgyzstan may soon be revoked

The Ministry of Education has put forward a draft bill for discussion which introduces the possibility of revoking degrees in the event of violations and changes the format of final assessments.

The Ministry of Education of Kyrgyzstan proposes to update the final assessment system: in addition to requiring graduates to complete a four-month practical placement or internship with a report. At the same time, it is proposed to grant educational institutions and the competent authority the right to revoke decisions on the awarding of diplomas if violations are identified during assessment or the processing of documents. The initiative applies to universities and colleges across the country.

The impetus for this came from inspections by the State Committee for National Security (GKNB), which uncovered irregularities in the assessment process and the awarding of diplomas; however, current legislation does not permit their revocation.

Currently in Kyrgyzstan, graduates confirm their qualifications through examinations and the defence of their thesis, and the diplomas issued cannot, in practice, be revoked even where irregularities have been identified.
