06/10/2026, 09:02Kyrgyzstan has introduced legislation governing the reception of foreign leaders visiting the country with their spouses. The relevant provisions are included in the new law ‘On State Protocol of the Kyrgyz Republic’, which sets out the rules for the preparation and conduct of state, official, working and other visits by foreign delegations.
Now, if a head of state, head of government or other high-ranking guest arrives in Kyrgyzstan with a spouse, a separate programme of activities will be drawn up for the accompanying person. Its content will depend on the guest’s status, the purpose of the visit and the requirements of state protocol.
As stipulated by the law, such a programme is prepared simultaneously with the main programme of the official visit and agreed with the host party. It may include visits to museums, historical and tourist attractions, participation in cultural, humanitarian and educational events, as well as meetings with representatives of state bodies, public associations and the cultural community.
Furthermore, the document provides for the possibility of appointing a separate official escort for the spouse of a foreign leader for the entire duration of their stay in the country. Their duties will include organisational support, coordination of events and ensuring compliance with protocol requirements.
The new rules apply to visits by heads of state, heads of government, speakers of parliament, heads of international organisations and other high-ranking guests arriving in Kyrgyzstan for state, official, working and other events.
The law also sets out detailed regulations for the preparation of visits by foreign delegations: from welcome and farewell ceremonies to the organisation of negotiations, the signing of documents and the participation of guests in commemorative and ceremonial events. Particular attention is paid to issues of accommodation, transport and the escorting of delegations.
