EDB becomes strategic partner in construction of new power unit at Karaganda TPP-3

Construction of a new power unit at TPP-3 has begun in Karaganda, with the Eurasian Development Bank acting as the key partner in the project. The cost of the work is estimated at 134.6 billion tenge (almost $250 million), with completion scheduled for 2028.

The EDB sees the project as part of its strategy to strengthen energy security and support sustainable growth in member countries.

"The EDB's investment portfolio in Kazakhstan has amounted to $5 billion over the past four years alone, with energy always at the centre of attention. The expansion of the Karaganda CHPP-3 is a striking example of effective partnership between the EDB, government agencies and business," said Ruslan Dalenov, Deputy Chairman of the Bank's Management Board.

The project involves the construction of a new boiler unit and turbine generator. The commissioning of the facility will provide Karaganda with an additional 140 megawatts of electricity and 180 gigacalories of heat per hour, which will allow for the heating of more than 400 new residential and social buildings.

Regional authorities note that the EDB's participation provides not only financing, but also guarantees for the long-term sustainability of the project. According to the region's governor, Yermagambet Bulekpaev, the implementation of the power unit will be ‘a powerful impetus for the industrial, social and economic development of the region’ and will strengthen the energy security of not only the Karaganda region, but the entire country.
