07/27/2026, 10:41Alexander Subbotin, Minister for Technical Regulation of the Eurasian Economic Commission, held a series of meetings with representatives of Kyrgyz state bodies during a working visit to Bishkek. The main topics of discussion were the improvement of technical regulation within the Eurasian Economic Union, food safety and the introduction of digital control mechanisms.
At a meeting with Gulbara Ishenapysova, Deputy Minister of Health and Chief State Sanitary Doctor of Kyrgyzstan, the parties discussed issues relating to the public’s health and epidemiological well-being, as well as changes to the EAEU’s technical regulations, particularly those concerning food products.
Particular attention was paid to state control measures for product safety. The participants emphasised the importance of exchanging experience between the member states of the Union to prevent unsafe products from entering the market.
The launch of a joint process to establish and utilise a unified register of certificates of state registration for products was also discussed. The Kyrgyz side expressed its readiness to participate in inter-state testing. As part of the visit, Alexander Subbotin familiarised himself with the testing facilities of the Department of Disease Prevention and State Sanitary and Epidemiological Surveillance under the Ministry of Health.
At the Ministry of Water Resources, Agriculture and Processing Industry, the parties reviewed the application of veterinary requirements and phytosanitary quarantine measures, as well as Kyrgyzstan’s participation in Union-wide mechanisms for exchanging information on the results of control and supervisory activities.
The meeting concluded with a session with Sultan Akhmatov, Deputy Minister of Economy and Trade. The parties discussed the implementation of the plan to develop EAEU technical regulations, the timing of their entry into force, and the establishment of an evidence base for the application of the new requirements.
Following the talks, it was noted that when adopting new or updated technical regulations, it is necessary to take into account the industry’s readiness to implement them. According to the meeting participants, this approach will help to avoid the emergence of artificial trade barriers within the Eurasian Economic Union’s internal market.
In addition, the EEC Minister visited the Centre for Standardisation and Metrology under the Ministry of Economy and Trade of Kyrgyzstan, where he familiarised himself with the country’s testing and metrological infrastructure.
The EEC emphasised that the meetings were aimed at further improving EAEU legislation in the field of technical regulation, the application of sanitary, veterinary and phytosanitary measures, and the regulation of the circulation of medical devices and medicines, taking into account the interests of the Union’s member states.
