08/15/2026, 15:07The portfolio of public-private partnership projects in Kyrgyzstan has grown from 3 to more than 90 projects since 2017. The total volume of investment has exceeded 450 billion KGS, or around $4.6 billion. These figures are presented in the first country review on the development of PPPs in Kyrgyzstan, prepared by the Eurasian Development Bank in collaboration with the Kyrgyzstan PPP Centre and the Kyrgyz-Russian Slavic University.
The transport sector accounts for the lion’s share of private investment – 81.6 per cent of the total. However, agriculture leads in terms of the number of projects. More than half of the projects, 57 per cent, fall into the small-scale category, with investment volumes of up to 100 million KGS. Over 30 per cent of the projects are concentrated in Bishkek. There are currently 71 projects at the implementation stage.
Among the major initiatives, the authors of the review highlight the construction of the ‘Kelechik’ toll tunnel, with an investment of $640 million; the Uzgen bypass, costing $29.7 million; and the construction of solar power stations with a total capacity of 300 MW, representing an investment of $220 million. Meanwhile, the PPP development programme for 2022–2026 has already been completed ahead of schedule: 67 agreements have been concluded instead of the planned 52, representing 129 per cent of the target.
