The State Committee for National Security (SCNS) is investigating a large-scale fraud scheme in the construction and pawnbroking business

The State Committee for National Security (SCNS) is conducting an investigation into a citizen of the Kyrgyz Republic, S.M., who is suspected of large-scale illegal activity.

Deputy Prime Minister and Head of the SCNS Kamchibek Tashiev met with citizens recognised as victims in the case at the SCNS headquarters. The meeting was attended by the detainee himself.

According to the investigation, S.M., a previously convicted criminal, had been providing citizens with loans on usurious terms with high interest rates for a long time. In the event of default, he illegally seized their movable and immovable property through fictitious transactions involving controlled persons and notaries. His actions were accompanied by pressure, threats and the possible use of connections in state structures.

Particular attention is paid to the activities of Expert Stroy LLC (Silk Road residential complex) and Arz Development LLC. The investigation established that S.M. obstructed the implementation of projects, initiated arrests and the termination of contracts, and made illegal demands with the aim of obtaining particularly large profits.

The victims are recognised as 89 shareholders of the Silk Road residential complex, participants in the projects of Arz Development LLC and a number of individuals. The total damage is estimated to be particularly large and includes the illegal alienation of real estate, vehicles and cash.

Tashiev instructed the State Committee for National Security to check the activities of pawnshops, including interest rates and loan terms. The investigation is under the personal control of the Chairman, and the responsible departments have been instructed to thoroughly establish the circumstances of the case and compensate the victims as much as possible.
