Barskoon–Bedel: 2.9% of capital investments will be allocated to road construction management

Kyrgyzstan is creating a special state directorate under the Ministry of Transport and Communications to oversee the construction of the key Barskoon–Bedel highway. The decree was signed by Prime Minister Adylbek Kasymaliyev on March 6, 2026.

The main feature of the new directorate is that its work will be financed by up to 2.9% of the capital investments allocated for road construction. These funds will be used to maintain the directorate, pay its employees, and cover the organizational and logistical costs necessary for quality control and coordination of all stages of the project.

The directorate will be responsible for interacting with state bodies, local authorities, and contractors, and will have a staff of 13 people.

The decree also establishes the procedure for spending the funds of the customer-builder and the analogy of the directorate's work with other state construction organizations, such as Kyrgyzkurulush and Ysyk-Köl Unified Management Company. Control over the implementation of the decree is entrusted to the Office for Control over the Decisions of the President and the Cabinet of Ministers.

The construction of the Barskoon-Bedel road is considered important for the country's transport infrastructure: it will connect the southern regions with key economic centers, ensure safe traffic, and improve logistics for carriers and residents.
