The State Committee for National Security (GKNB) has detained the former mayor of Kara-Kul in connection with a case involving multi-million KGS losses during the construction of a housing block

The GKNB has uncovered corruption offences during the construction of a housing block for families in need in the town of Kara-Kul, in the Jalal-Abad Region. According to the security service, the loss to the state budget amounted to almost 10 million KGS.

The GKNB reported that the irregularities were uncovered during the completion of a block of flats in the ‘Seventh’ neighbourhood, designed to accommodate 32 families. The work was carried out in 2024–2025 on a site that had previously been derelict and deemed unfit for use.

According to the investigation, officials breached the law whilst conducting tenders for construction and finishing works, as well as whilst preparing technical and supervisory reports.

Following the audit, the amount of damage to the state was estimated at 9,985,400 KGS.

A criminal case has been opened under the charge of ‘abuse of office’. As part of the investigation, the former mayor of Kara-Kul, the former head of the municipal property department at the city council, a former construction specialist and an employee responsible for technical supervision have been detained.

All those detained have been placed in the temporary detention centre of the State Committee for National Security (GKNB). The investigation is identifying other individuals who may have been involved in the commission of the offence.
