Head of the State Tax Service Almambet Shykmamatov: Digitalization Is a System-Forming Element of the 2025 Reforms

In 2025, Kyrgyzstan implemented a large-scale policy to reduce the tax burden. This was announced by the chairman of the State Tax Service, Almamet Shykmamatov, at a meeting of the board on the results of the agency's work.

According to Almamet Shykmamatov, the key task last year was to reduce the tax burden and expand benefits for industries that are of strategic importance to the country.

The focus was on agriculture and processing, IT, renewable energy sources, and the garment and jewelry industries. Socially significant areas were highlighted separately, including the development of sports as part of a long-term policy to improve the quality of life and human capital.

As Shykmamatov noted, special attention was paid to small and medium-sized businesses. Entrepreneurs retained the right to independently choose the most convenient tax regime — general, single tax, or patent. This allows businesses to correlate their tax obligations with their actual volume of activity, and the state to form a stable and expanding tax base without putting pressure on entrepreneurs.

The head of the State Tax Service also emphasized that the current tax rates in Kyrgyzstan remain among the lowest in the post-Soviet space. According to him, this is an important competitive advantage for the country, contributing to attracting investment, developing business, and creating new jobs.
