02/08/2026, 12:35Kyrgyzstan has revised its social benefits system, making it more targeted and effective. The results of the implementation of social programs in 2025 were announced at a meeting of the Ministry of Labor.
First Deputy Minister of Labor, Social Security, and Migration Kamchybek Dosmatov said that the ministry is strengthening the targeted distribution of state aid, focusing on low-income groups. As a result, the number of benefit recipients has decreased by almost 195,900 people — from 359,500 in 2021 to 163,600 in 2025.
In 2025, key decisions were also made on payments to various categories of citizens. Monthly cash compensation has been increased for veterans of the Great Patriotic War, Chernobyl accident liquidators, and participants in military operations abroad, in accordance with Presidential Decree No. 132 of April 18, 2025.
For residents of high-altitude, remote, and border areas, a new monthly allowance was introduced for the third and subsequent children under the age of 3, regardless of socio-economic status. Applications began to be accepted on January 12, 2026, and payments will start on February 1, 2026, in the amount of 3,000 KGS.
In addition, the President of the Kyrgyz Republic has established a one-time “Bala Bereke” payment for mothers with many children in high-altitude and remote areas. The amount depends on the number of children: 4 children — 100,000 KGS, 7 children — 1 million KGS, 10th and subsequent children — 2 million KGS.
The Ministry of Labor emphasized that the new measures are aimed at improving the effectiveness of social support, reducing the number of non-targeted payments, and strengthening assistance to families in difficult life situations.
