08/18/2026, 15:50The State Tax Service has identified 11 foreign companies that generate significant revenue from users in Kyrgyzstan but have not yet completed the mandatory tax registration.
The list includes:
In 2024–2025, Kyrgyz residents made approximately 15.9 million money transfers to these companies, totaling more than 13.2 billion KGS. The average amount per transfer was approximately 830 KGS.
The largest share of funds went to Shanghai Xunmeng Information Technology, which owns Pinduoduo—8.89 billion KGS. A total of 2.83 billion KGS was transferred to Alibaba Group Holding, and 1.01 billion KGS to Microsoft Corporation. Collectively, these three companies accounted for more than 96% of the identified transaction volume.
The State Tax Service has repeatedly sent letters to these organizations demanding that they complete tax registration. Requests were also forwarded through diplomatic channels via the Ministry of Foreign Affairs; however, the companies have not yet responded and continue to operate without being registered for tax purposes.
In the event of continued non-compliance with tax obligations, the State Tax Service intends to apply the measures provided for by law. In particular, the service may apply to the competent authorities to restrict access to these companies’ electronic services within Kyrgyzstan.
According to the Tax Code, foreign organizations that provide software, online games, digital content, online advertising, web hosting, data storage, and other electronic services to residents of Kyrgyzstan are subject to mandatory registration.
Registration is carried out through the portal and simultaneously serves as registration as a VAT payer. The application must be submitted before commencing operations in Kyrgyzstan.
Currently, 73 foreign companies providing electronic services have completed tax registration in the country.
