07/19/2026, 11:08The right to lease state-owned land cannot be pledged to banks. He made this statement in an interview with the ‘Kabir’ news agency, whilst commenting on the proposed amendments to the Land Code.
According to him, neither the state-owned land itself nor the right to lease it can be used as collateral. If an investor is building a factory or other structure, only the property they own may be used as collateral, but not the land plot itself.
Concerns have been circulating on social media that foreigners could acquire state-owned land through bank collateral.
The President emphasised that land remains exclusively state-owned.
