More than 2,000 students will receive grants to study teacher training programmes

In the 2026–2027 academic year, 2,449 students will be able to study on state-funded grants in teacher training programmes at universities and colleges in Kyrgyzstan. The Cabinet of Ministers has approved the list of specialisms and the intake quotas for these places. The resolution was signed by the Prime Minister, Adylbek Kasymaliev.

The document specifies how many grant-funded places will be allocated for training specialists within the higher and secondary vocational education systems.

The Ministry of Science, Higher Education and Innovation has been tasked with approving the admission plan for state-funded places at universities and departmental colleges.

Separately, in the 2026–2027 academic year, a pilot voucher scheme for funding grants in teacher training programmes will be launched. Educational institutions in the Batken region will not be included in this scheme.

A total of 2,449 grant places are provided for under this pilot project:

1,804 — for bachelor’s degree programmes in teacher training;

20 — for specialist training programmes;

625 — in the field of ‘Education and Pedagogical Sciences’ within the secondary vocational education system.

By 30 November 2026, the Ministry of Science, Higher Education and Innovation must submit a consolidated report to the Presidential Administration and the Ministry of Finance detailing how state grants were allocated across universities and colleges.

The education of students on grant-funded places will be financed from the national budget within the limits of the allocated funds. Responsibility for this lies with the relevant ministries and departments, including the Ministry of the Interior, the Ministry of Defence, the Ministry of Health, the Ministry of Foreign Affairs, the Ministry of Culture, Information and Youth Policy, as well as the state agencies for civil aviation and physical culture and sport.

The Presidential Administration is responsible for monitoring the implementation of the decree. The document came into force on the day of its official publication.
