At its meeting on May 23, the EEC Council amended the EAEU technical regulations governing the circulation of natural gas. The updated provisions are aimed at eliminating administrative difficulties encountered by suppliers and producers in certifying gas quality and in cross-border trade.
One of the key innovations is the recognition of industrial measuring instruments alongside laboratory methods for issuing gas quality certificates. Suppliers will now be able to use automatic measuring systems that meet the requirements of EAEU legislation as an alternative to laboratory tests. It is also permitted to carry out analyses in accredited laboratories from the Union's single register.
In addition, gas used by manufacturers exclusively for their own needs, as well as foreign gas in transit to third countries, has been excluded from the scope of the technical regulations. This decision reduces excessive regulation that does not affect product safety.
“Certain innovations in the draft amendments are aimed at optimizing the administrative and financial burden on sellers of gas already in circulation, including cross-border supplies from one Union country to another, which is unjustified from a product safety perspective,” commented Valentin Tatarytsky, Minister for Technical Regulation of the EEC.
The document also clarifies terms, definitions, formulas, and procedures for the circulation of products on the EAEU market.
