Due to energy companies' failure to fulfil contract terms, the budget lost 34 million KGS in revenue

The Chamber of Auditors has published the results of its audit of the Ministry of Energy, joint-stock companies in the energy sector, and the state-owned enterprise Kyrgyzkomur. The figures in the reports show that the country's budget has lost tens of millions of soms due to shortcomings and violations.

The total amount of identified violations of financial discipline amounted to 287.8 million KGS. The largest part of this amount was accounted for by energy companies — 247 million KGS. Violations in the ministry's subordinate institutions amounted to 9.5 million KGS, and at the Kyrgyzkomor enterprise — 31.3 million KGS.

The auditors also recorded instances of irrational and inefficient use of resources amounting to 505 million KGS, of which 440.6 million KGS again fell on joint-stock companies. The remainder was:

  • in institutions subordinate to the ministry — 335,100 KGS;
  • 64 million 133.1 thousand soms in the state-owned enterprise Kyrgyzkumur.

A separate point notes that joint-stock companies in the energy sector failed to provide additional revenue of 34.2 million KGS to the budget. The reason for this was failure to fully comply with the terms of the contracts.

As a result of the audit, adjustments of 79.8 million KGS were made in the accounting records. The Council of the Chamber of Accounts issued recommendations and instructions to eliminate violations and improve the efficiency of state resource management.
