Kubanychbek Isabekov said that the main purpose of the tax breaks is to reduce the tax burden on farmers and stimulate the development of the agricultural sector.
Thus, according to the amendments, in order to support agriculture, the exemption from land tax on agricultural land has been extended until 2030.
The law also provides for the write-off of additional taxes for businesses selling livestock. If an entrepreneur who has been charged taxes for the sale of livestock pays 20% of the principal amount of the tax, the remaining part of the arrears, as well as 100% of the accrued penalties and tax sanctions, are written off in full.
However, the write-off will not be made if there is a court conviction or an ongoing criminal case for tax offences against the business entity.
According to Kubanychbek Ysabekov, this measure was taken because many entities did not have the necessary documents when purchasing from farmers, as it is difficult for farmers to provide, for example, electronic invoices.
‘At the same time, we will continue to work on the issue of providing or replacing a simpler document from farmers,’ said the deputy chairman of the State Tax Service.
Agriculture is one of the key sectors of the Kyrgyz economy. In the first seven months of 2025 alone, the budget received 676.6 million KGS in taxes from the agricultural sector, which is 89.9 million more than in the same period last year. At the same time, tax revenues are growing every year: in 2023, they amounted to 818.8 million KGS, and in 2024, they exceeded 1 billion 40 million KGS.
