The Cabinet of Ministers of Kyrgyzstan approved a plan for implementing migration policy until 2030

The second stage of the implementation of the Migration Policy Concept, approved by the Cabinet of Ministers on 5 March 2026, has officially begun in Kyrgyzstan. Over the next four years, the authorities will focus on creating a flexible migrant management system that will adapt the country to modern global challenges.

The world is changing faster than laws can be written. The global economy and political instability directly influence where people go and why. For Kyrgyzstan, migration is not just the movement of citizens, but a key lever for economic development.

Three main pillars of the new strategy
The government has identified key areas on which work will be based until 2030:

  • Flexibility and coordination. The management system will become less bureaucratic and more responsive. Government agencies will work together to respond quickly to changes in the labour market.
  • Current tasks. The programme has been revised to reflect current realities.
  • A united front. The authorities intend to work closely not only with each other, but also with international organisations. This will allow them to attract additional resources and expertise.

The implementation of the second stage is aimed at making migration processes in Kyrgyzstan sustainable and safe. Strengthening interdepartmental ties will make it possible to resolve the problems of citizens abroad more quickly and effectively.
